Volunteers, city collaborate on local park improvements

With a three-season shelter house and an herbal grove approved for two local parks, improvements to both Fryer Park and Gantz Park are getting closer to completion.

Monday, Nov. 3, council set aside $25,000 for design costs related to the multi-season shelter at Fryer Park on Orders Road. The building will feature moveable walls along its exterior and a fireplace inside. The building would seat as many as 200 people, and a grill, benches and tables will be added in the vicinity of the shelter house.

The project will be completed through a continuing partnership with the Grove City Rotary Club and a new pairing with Grand Aerie Fraternal Order of Eagles, which has its headquarters in Grove City.

The FOE has pledged $100,000 over four years and Rotary has pledged $50,000 over five years to help pay for the project. The total cost is estimated at $300,000.

Council members have asked parks officials to look into the possibility of converting the building to a four-season shelter, but Councilman Larry Corbin urged fiscal conservatism.

“I think we ought to find out how much it would cost to open it four seasons,” he said.

Council members also approved a $20,710 appropriation for engineering costs related to the herbal grove that is planned for Gantz Park on Home Road.

The new addition would be located behind the Gantz Farmhouse to the west of the large red barn where recreation school classes are held.

Plans show a two-tiered, circular garden that takes visitors down one of two sloping, tree-lined path to the lower level, where a labyrinth surrounded by a walking path make up the center of the garden.

The project is being paid for in part by the Gardens at Gantz volunteers, a group of plant enthusiasts who tend the gardens, teach classes and offer tours at the Home Road park and historic farmhouse.

The group has formed a fundraising committee and pledged $15,000 toward the project. The fundraising committee plans to sell commemorative bricks to be installed in the park, and they are also planning to compile a cookbook next spring.

Also at their Monday meeting, city council members approved a switch of the city’s telecommunications services to AT&T. Currently, for all of the city’s phone services in all of their buildings, the bill runs about $4,800 per month. Officials said the new contract will lower the cost to about $3,000 per month.

“Our information services people did, in my opinion, a good job negotiating,” city Administrator Phil Honsey said.

Council members also approved a special use permit for True2Form Collision Repair Centers, which is planning renovations to a building at 3965 Brookham Drive. Representatives from the company showed plans and drawings to council members, outlining the improvements they intend to make.

Among those are functional improvements including the paving of a gravel lot and construction of a fence to hide damaged cars from view. The new occupants also plan to reconstruct the entryway and change the roofline to make it look more like an office building and less like a metal warehouse. Juniper bushes will also be planted at strategic points to camouflage parked cars and increase visual appeal, officials said.

The next regular council meeting will be held Nov. 16 at City Hall, 4035 Broadway. Council members meet in caucus at 7 p.m. and open the regular meeting at 8 p.m.

Jimmy Durante Children’s/Child Abuse Fund and Children’s AIDS Grant Requirement

JimmyDuranteGrants from the Jimmy Durante Children’s Fund and Child Abuse and Children’s Aids Project are made available throughout the year. Grants are allotted to the states/provinces based on the amount raised the previous year.

Under the Articles of Incorporation of the Jimmy Durante Children’s Fund and to satisfy the Internal Revenue Service, grants from the fund can only go to establishments and/or institutions caring for and/or treating mentally and physically impaired and/or abused children; and to hospitals treating or researching the diseases of children. Grants cannot be given to individual children, used for salaries, administrative costs or teachers’ continued education classes. Grants cannot go to any individual, whether they are an Eagle member or not, for medical treatment or to an Aerie as a club.

If an establishment treats both children and adults, it may qualify providing the grant money is used strictly for children. “Children” means under the age of eighteen (18) – a fact that must be acknowledged in the letter of request.

Under the Children’s AIDS, grants will be used for AIDS awareness and medical research; to increase information for at-risk families; and to educate young people about the dangers of the AIDS virus.

Aeries/auxiliaries requesting grants must submit a grant application and a letter of request from the recipient stating their general purpose, and explaining what specifically the grant will be used for. The letter must be signed by an official of the organization. (Brochures will not be accepted.) An IRS tax-exempt number from the recipient organization must also be written on the grant form

Earmarked Fund Grants

  • If an earmarked donation is requesting back additional funds, the donation check and Grant Request Form must be sent to the state secretary. The state will approve or deny the additional fund request, and will then forward the donation and grant request to the Grand Aerie for processing.
  • If only the amount sent in with the grant is being requested back, send the donation and grant request directly to the Grand Aerie.

Grant applications that are incomplete or do not meet all the requirements will be returned to the state/province secretary for further handling.
Presentation Date: The grant form has a space for the presentation date if it is known. This will allow grants to be approved in advance, and for the check to be issued and mailed directly to the local aerie at the appropriate time. All checks must be presented and cashed by the recipient within 60 days. ALL STATE CONVENTION GRANTS MUST BE SUBMITTED ONE (1) MONTH PRIOR TO CONVENTION.

The reason I started the posts of the charities with this one is that those of us that become members of the Tracy Aerie/Auxiliary, need to decide what local charity we want to give the grant to. While researching local charities I came across McHenry House — Children of the House. This charity would fall within the parameters of the Jimmy Durante Children’s Fund.

Jimmy Durante’s Eagle Work

Jimmy’s love for children continued through the Fraternal Order of Eagles, who among many causes raise money for handicapped and abused children. At Jimmy’s first appearance at the Eagles International Convention in 1961, judge Bob Hansen inquired about his fee for performing. Jimmy replied, “don’t even mention money judge or I’ll have to mention a figure that’ll make ya sorry ya brought it up.” “What can we do then?” asked Hansen. “Help da kids,” was Durante’s reply. Jimmy performed for many years at Eagles conventions free of charge, not even accepting travel money. The Fraternal Order of Eagles in his honor changed the name of their Children’s Fund to the Jimmy Durante Children’s Fund, and in his memory have raised over 20 million dollars to help children.

Information on Grants available for New Aeries/Auxiliaries

New Aerie/Auxiliary Grant

  • A Grant from one of the Fraternal Order of Eagles’ major charities is available for presentation at the Institution of a New Aerie.
  • The Grant request must be submitted 30 days prior to the date of the Institution.
  • The Grant cannot exceed $1,000.00.

Matching Community Grant

  • The New Aerie/Auxiliary will have up to one year following the Institution to submit funds for a local charity.
  • The Grand Aerie will match the local Aerie’s donation and provide a Grant to the local Charity.
  • The Grant cannot exceed $500.00

Please keep in mind, the Charity must fall under the same guidlines for all Grand Aerie grants in that the grant is to be used for education, research or equipment and must be designated as a 501(c) 3. It is very important to remember, we cannot issue grants to fundraising charities such as The American Heart Association, Easter Seals, etc.

Organizing The New Tracy Aerie

On September 21, 2009, I received the following letter from the Grand Aerie of the Fraternal Order of Eagles.

Dear Thomas:

We are pleased to learn that interest is being shown for the formation of a new Aerie in the Tracy, California Area. The first step is to survey the proposed site. A New Aerie Survey Form is enclosed for this purpose.

You will note, we ask for the name of an individual to organize an Auxiliary. This part of the survey must be completed, as it is required that an Auxiliary be formed along with the Aerie. the recommended Auxiliary Organizer must also be a current member of the Fraternal Order of Eagles.

We have developed a special “VIP” kit for distribution to local dignitaries such as the Mayor and members of the City Council to sell them on the advantages of having an Eagle Aerie in their community, please advise us 30 days in advance. Be sure to include the number of council members. Also, let us know if you would like a representative to accompany you to the Chamber of Commerce, City Council Meeting, etc. and assist in explaining the benefits of having a local Aerie organized in the community.

Newly instituted Aeries are permitted to receive a $1,000.00 grant from one of te Grand Aerie major Charities. This grant is to be used in conjunction with an event announcing the new Aerie to the local community. By providing the grant from the FOE Charity Foundation, the community will gain a better sense of what the local Aerie can and will do for their community. As the Aerie establishes itself over the course of it’s initial year of operation, they will have an opportunity to receive a matching community grant. The Aerie has up to one year following their Institution to submit funds up to $500.00. The Charity Foundation will match the Aerie donation and provide a grant to the new Aerie’s local charity.

The matching grant is required to meet all the same charity grant approval guidelines. The grants must be given to a 501(c) 3 organization for the sole purpose of research, educational material, equipment and supplies. These grants are payable to the recipient and not to the Aerie. A Universal Grant Form must be completed in it’s entirety, including the organization’s Tax Exempt number. The grant form and all matching funds should be mailed directly to the Grand Aerie Charity Department. Once all information has been recieved and verified, the grant will be processed.

Upon receiving the completed Survey, if approved by the Grand Aerie, commisions will be issued. An organizational paacket will be sent to the individual listed, along with a set of instructions.

Keep in mind, you are allowed to recruit Charter Applicants only after a commission has been issued. No Charter fees are to be collected until a commission has been issued.

I need first to fill out the survey.  I need to find the Principle Industries, five local persons who will help get the new Aerie started, five persons who will help get the local Auxiliary started, chances of getting a liquor license, chances of renting or securing club quarters and other clubs in the community.
